The New Jersey Legalized Games of Chance Control Commission (LGCCC) has full authority over games of chance and requires any/all organizations whom are interested in conducting such games register with the LGCCC to confirm eligibility. Organizations must register with the LGCCC prior to games of chance submission to obtain a registration certificate. If an organization has not renewed their registration in in the past two (2) years, or if the organization is applying for the first time, registration with LGCCC must be completed. LGCCC Bingo & Raffle License Process Instructions
Submission of an application for a Bingo License, Raffle License, Casino Night, and/or Armchair Races must be filed with the Municipal Clerks Office located at One Miller Lane, Bedminster, NJ 07921.
Applications received by the Municipal Clerk’s Office must be approved by the Governing Body prior to the event. Once approved by the Governing Body, a copy of the application will then be submitted to the LGCCC for review. The Municipal Clerk’s Office cannot issue a license until fourteen (14) calendar day period has transpired. After fourteen (14) days, the license can then be issued and transmitted to the applicant. The license must be conspicuously displayed at the time and place of the drawing.

Applications:
- Four (4) completed original applications must be completed five weeks prior to the date of the event with a minimum of two (2) original signatures and original notary seal. LGCCC Applications, Reports & Forms
- Each Organization must provide a copy of the Registration Certificate issued by LGCCC, valid through the date of the event.

- A Sample Ticket must be provided with application for an Off-Premise Raffle License. An “Off-Premise” Raffle is considered to be a raffle that does not require the anticipated winner to be present to claim prize.
- A Criminal History Background Check (Form 212A) must be completed with submission of application.

- A Report of Operations must be completed with LGCCC no later than the 15th day of the calendar month following the month in which a game of chance is conducted. Reports are to be mailed to Legalized Games of Chance Control Commission, P.O. Box 46000, Newark, NJ 07101, or emailed to [email protected].

Criminal History Background Check Instructions:
• Visit the website: Criminal History Background Check.
• Enter Bedminster Police Department ORI#: NJ0180100.
• Enter Information as directed.
• Enter Reason for Filing Request: “Local Ordinance”.
• Enter Description for Filing Request: “Raffle License – Ordinance No. NJSA 5:8:53”.
• Once the form is completed, you will then be redirected to enter a method of payment. The fee is $20.00, payable by visa, MasterCard, Discover, or American Express credit or debit card.
• Once accepted, the Bedminster Police Department will be advised of the results.
• Bedminster Police Department will advise the Township Clerk of results writing if the applicant meets the requirements set by the State of New Jersey and can be permitted a license to conduct a game of chance.
