a. Ordinance #2019-02 AN ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A:4-45.14) This Ordinance provides that a municipality may, when authorized by ordinance, appropriate the difference between the amount of its actual final appropriation and the 3.5% percentage rate as an exception to its final appropriations in either of the next two succeeding years. The public hearing for this Ordinance is scheduled for April 15, 2019 at 7:00 pm, Municipal Building, One Miller Lane, Bedminster, NJ.

Introduction of the 2019 Municipal Budget - Resolution No. 2019-041
The public hearing is scheduled for April 16, 2018 at 7:00pm. A short presentation of the introduced budget will be given by Admin. Judy Sullivan at the April 15th meeting.

a. Short-Term Rentals
Following a discussion with concerned residents at the March 5th meeting, the topic of short-term rentals through providers such as Air BnB is being investigated by the Township Committee. Cm Stevinson reported the Zoning Official has completed mailing notifications to potential rental properties requesting they register with the town. As a result, landlord registrations have increased due to this investigation. Recent correspondence from the Zoning Official to landlords is being provided to the Township Committee.
b. Engine Braking
Cm Jacobs reported that he has received information from residents near Rt. 206 regarding restricted roads and unrestricted roads. The Township Committee is looking into the requirements for restricted roadways. The portable sign reminding truckers to refrain from engine braking on Rt. 206 has been replaced for a period of time.
c. Pluckemin Park
Inspection of the property by Code Enforcement and Zoning revealed several violations that are being addressed by the new property manager who has both a financial and timing commitment for the project. The Township Committee will monitor this matter, asking Admin. Sullivan to follow-up with the Zoning Official on the status of the repairs.

JCP&L Outages
-
Thomas Haynes, Customer Service Specialist for JCP&L, attended the March 18th Township Committee meeting to discuss recent power outages impacting Bedminster Township. Members of the public from the Hills Development presented additional concerns that impacted their neighborhoods. Mr. Haynes promised to investigate their concerns and respond with potential solutions.
